ARQ’s advisory division includes the Financial Services Unit (FSU), a dedicated team within our multidisciplinary organisation, which offers specialised bespoke solutions tailored to meet the needs of international clients seeking to establish their financial businesses in Malta.
Drawing on the expertise and resources of its multidisciplined team, the FSU provides advisory support services to credit and other financial institutions – electronic money institutions, payment service providers, investment service providers and funds. The FSU also provides support for operators in the banking, capital markets and insurance sectors.
ARQ’s seasoned professionals within the FSU have the necessary expertise and resources to assist clients throughout the relevant license application and regulatory processes involved in the setting up and operation of regulated entities in Malta. We are also geared to continue supporting our clients well beyond incorporation and licensing – our offering includes assistance with on-going regulatory compliance post licencing.
ARQ’s integrated services provide for one-stop solutions: drafting and reviewing of constitutional documents; preparation of financial projections; completion of all application forms; assistance in the groundwork of required policies and procedures; and representation of applicants on the licence application with the Malta Financial Services Authority. Given that collaboration is part of our DNA, we also welcome the possibility of working with third party firms and professionals with whom a client may have a consolidated relationship.

How do we do it?
ARQ has a long-term relationship with full-service law firm, Fenech Farrugia Fiott Legal (FFF). We have thus established integrated teams that include skill-sets drawn from the legal profession along with other skill-sets and approaches emanating from other ARQ divisions of accountants and other management consultancy personnel. This has allowed the ARQ Group to go beyond a purely advisory role and to accept office – or assist clients with the recruitment of professionals to accept office – for directorship, secretarial and compliance posts with licensed entities, as required.
