Malta Residency Programmes for US Citizens
US citizens qualify for the Malta Permanent Residence Programme (MPRP) and the Global Residence Programme (GRP) as third-country nationals. The MPRP grants indefinite residence and Schengen Area mobility. Government contribution €37,000; non-refundable administration fee of €60,000 (€15,000 payable at submission, €45,000 on approval in principle); qualifying property purchase from €375,000 or rental from €14,000/year. A temporary residence permit is issued at the application stage (updated July 2025), meaning you can relocate to Malta while your full application is processed, typically 6–12 months from submission of a complete application, though processing may extend to 12 months depending on due diligence requirements. The GRP combines a residence permit with a Maltese tax status: 15% flat rate on foreign income remitted to Malta, €15,000 minimum annual tax. Malta Citizenship by Merit — EU Citizenship for Exceptional Americans
For US nationals, Maltese citizenship represents something the MPRP and GRP alone cannot provide: full EU citizenship, with the right to live, work, and travel freely across all 27 EU member states. Malta’s Citizenship by Merit programme, introduced under Legal Notice LN159/2025, offers a selective naturalisation pathway for individuals whose exceptional achievements or contributions are of significant value to the Republic of Malta.
The programme is merit-based and discretionary, evaluated by an Independent Evaluation Board appointed by the Minister and guided by Malta’s Vision 2050 strategic framework. Eligible fields include scientific research and innovation, entrepreneurship and economic development, technology and digital advancement, arts, culture and sport, philanthropy and humanitarian initiatives, and public health. The evaluation focuses on originality, measurable impact, and the relevance of the contribution to Malta’s economy, global positioning, or societal development.
The process begins with a Proposal Letter submitted to the Community Malta Agency, setting out the applicant’s background and intended contribution. Following initial due diligence and Board review, approved applicants receive an in-principle letter of approval before proceeding to the full application. Additional requirements include evidence of at least eight months of residence in Malta, adequate residential housing, a demonstrated command of English or Maltese, and genuine links to Malta consistent with the proposal.
For US nationals, Maltese citizenship also carries significant long-term planning implications. Dual citizenship with Malta is legally permissible under both US and Maltese law. Maltese citizenship does not trigger the US exit tax, and it is not a relinquishment of US citizenship. However, for those who subsequently choose to formally expatriate from the US tax system, holding established Maltese citizenship and residency significantly strengthens the post-departure framework.
